The Understanding Problem
Finding data is only half the challenge. Understanding what data means, how it’s defined, whether it’s appropriate for specific use cases, and what limitations it has requires business context that technical metadata doesn’t provide.
Collibra addresses understanding through business glossaries and rich metadata management. Organizations define business terms (Customer, Revenue, Product Category), link those terms to technical data assets (which tables and columns contain customer data), document definitions and business rules, and capture domain expertise about data meaning and usage.

When auditors ask “who approved this person’s access to customer data?” the answer is retrievable from Collibra rather than requiring email archaeology.

Core Collibra Capabilities
Collibra provides a broad set of capabilities organized around data intelligence themes. Understanding what the platform actually does helps assess fit for specific organizational needs.
Data Catalog and Discovery
The catalog is Collibra’s foundation. The platform harvests metadata from databases, data warehouses, cloud storage, BI tools, and other data sources. Harvesting happens through connectors that extract schema information, table and column metadata, and usage statistics.
Catalog search allows users to find data assets by business term, technical name, or description. Search results show relevant datasets with preview information. Users can filter by data source, domain, classification, or quality score.
Asset pages provide comprehensive information about each data asset. A table’s asset page shows technical details (schema, columns, data types), business context (description, glossary terms, domain), relationships (upstream sources, downstream consumers), quality metrics (completeness, accuracy, validation results), and stewardship (owner, stewards, experts).
Recommendations and relevance ranking improve over time as users interact with the catalog. Collibra tracks which assets users view, which searches find relevant results, and which assets are frequently accessed together. This usage data improves search relevance and recommendation quality.
Catalog automation is critical for scale. Manual catalog maintenance doesn’t work for thousands of assets. Collibra’s automated harvesting runs on schedule, detecting new tables, schema changes, and deprecated assets. Manual cataloging focuses on business context that automation cannot capture.
Business Glossary
The business glossary defines shared vocabulary across the organization. Glossary terms represent business concepts (Customer, Product, Revenue, Risk) with authoritative definitions, business rules, related terms, and links to technical implementations.

Term-to-asset linking connects business vocabulary to technical data. When a glossary term “Customer” is linked to five different database tables, users searching for customer data find all five implementations. Linkage makes glossary actionable rather than just documentation.
Relationship modeling captures how terms relate. Customer “is a type of” Party. Revenue “is calculated from” Order Line Items. Product “belongs to” Product Category. Relationships enable navigation through business concepts and understanding of business data models.

The glossary transforms technical catalog into business-accessible resource. Without glossary, catalog is useful primarily to technical users who understand database schemas. With glossary, business users can discover and understand data using their own vocabulary.
Data Stewardship and Workflow
Stewardship capabilities assign accountability for data assets. Organizations designate data owners (accountable for data domain), data stewards (responsible for data quality and documentation), and subject matter experts (consulted for business context).
Workflow automation handles governance processes. Access requests, quality issue remediation, term approval, policy exception requests, and asset certification all flow through configurable workflows. Workflows route tasks to appropriate people, track status, escalate overdue items, and maintain audit trails.
Task management keeps stewards organized. Stewards have dashboards showing assigned tasks, overdue items, recent activity, and key metrics. Rather than email-based task tracking, stewardship work happens in Collibra with visibility and accountability.
Collaboration features enable discussion around data assets. Users can comment on assets, ask questions, provide feedback, and share knowledge. Threaded discussions capture tribal knowledge that otherwise exists only in people’s heads or scattered emails.

Data Quality Management

Data Lineage
Lineage capabilities capture how data flows through the organization. Lineage shows source systems feeding data, transformations modifying data, and downstream consumption of data by reports, dashboards, and applications.

Integration and Extensibility
Collibra’s value depends heavily on integration with existing data ecosystem. The platform provides connectors, APIs, and extension points for integration.

Integration architecture determines platform value. Collibra as standalone system has limited utility. Collibra integrated with data ecosystem provides unified metadata layer across diverse platforms. Investment in integration is investment in Collibra’s effectiveness.
Collibra Implementation Reality
Understanding Collibra capabilities is different from understanding implementation reality. What does it actually take to deploy Collibra successfully? Here’s what three implementations taught me.
Implementation Timeline
Collibra vendors often quote 3-6 month implementations. Reality is more nuanced. Technical installation takes weeks. Achieving production value takes 6-18 months depending on organization size and governance maturity.
Month 1-2 involves infrastructure setup, installing Collibra in cloud or on-premise, configuring authentication and access, establishing basic operating model (who administers, who governs configuration), and initial connector deployment to key data sources.
Month 3-4 focuses on foundational governance setup including defining data domains and ownership, creating initial business glossary structure, establishing stewardship roles and responsibilities, designing workflow for priority use cases, and documenting governance policies and standards.
Month 5-8 expands scope through harvesting metadata from additional data sources, enriching catalog with business context and descriptions, building glossary terms and linking to assets, deploying quality integration and scorecards, and implementing lineage for critical data flows.
Month 9-12 drives adoption including training end users on catalog search and usage, onboarding data stewards on workflow and processes, promoting Collibra through organization, measuring usage and adoption metrics, and iterating based on feedback and usage patterns.
These timelines assume dedicated implementation team, executive sponsorship, clear governance authority, and appropriate budget. Organizations lacking these prerequisites take longer or stall.
The VA implementation took 14 months to production launch plus another 6 months reaching critical mass adoption. Government procurement delays, security requirements, and cultural change management all extended timelines beyond initial estimates. The implementation ultimately succeeded but required sustained effort beyond initial setup.
The Integration Challenge
Collibra’s value proposition depends on integration with data ecosystem. Catalog without connections to actual data sources is just empty database. Integration is where implementations succeed or fail.
Connector deployment sounds simple but hits practical obstacles. Databases require read access credentials, network connectivity from Collibra to data sources, firewall rules allowing traffic, and security approval for credential management. In large government enterprises, each of these steps has multi-week lead times and bureaucratic processes.
At the VA, deploying connectors to priority databases took several months not because configuration was difficult but because security reviews, network changes, and access provisioning had long queues. Each database required separate security review even though the pattern was identical. Government security requirements added additional complexity around credential storage and network isolation.
Cloud data sources have their own challenges. Cloud-to-cloud connectivity works smoothly but organizations with data in AWS, Azure, and GCP face configuring cross-cloud networking, managing multiple cloud credentials, and coordinating with multiple cloud teams. Multi-cloud environments increase integration complexity.
Legacy systems often lack modern APIs or connectors. Mainframe data, proprietary databases, and custom applications require custom integration work. Organizations must decide whether to invest in custom connector development or accept that some data won’t be cataloged.
Integration is not one-time effort. As data sources change, schemas evolve, and new systems deploy, integration requires ongoing maintenance. Organizations need dedicated staff maintaining connectors and troubleshooting integration failures.
Budget for integration effort equal to or exceeding platform licensing cost. Integration work requires data engineering resources, network engineering involvement, security team coordination, and ongoing operational support.
The Metadata Enrichment Problem
Automated metadata harvesting provides technical metadata: table names, column names, data types, row counts. This metadata enables search but doesn’t enable understanding. Business context must be added manually.
At the VA, we harvested metadata from 100+ databases covering healthcare, benefits, and administrative systems. Initial catalog contained 50,000+ tables and 500,000+ columns. All technically accurate but useless without business context. An analyst searching “patient diagnosis” got 200 tables with no indication which were production systems versus test data, which contained current information versus historical archives.
Metadata enrichment requires subject matter experts reviewing assets, adding business descriptions, linking glossary terms, documenting usage notes, and identifying critical assets requiring priority attention. This work is time-consuming and requires domain expertise that’s often scarce in government environments where subject matter experts are already stretched thin with operational responsibilities.
Organizations typically enrich metadata progressively: identify 100-200 most critical data assets, assign domain experts for enrichment, establish enrichment standards and templates, enrich high-priority assets completely, enrich remaining assets gradually over time, and make enrichment ongoing operational activity.
Enrichment never ends. As data changes, documentation becomes stale. New systems require cataloging and enrichment. Governance processes must include enrichment as standard activity not one-time project.
Plan for sustained metadata enrichment effort. The VA allocated 2-3 FTE ongoing for metadata enrichment across priority domains. Without dedicated enrichment resources, catalog remains technically accurate but business-useless.
The Adoption Challenge
Collibra succeeds only when people use it. Technical deployment without user adoption creates expensive shelfware. Driving adoption requires deliberate change management.
Adoption barriers include users have existing workflows and tools that work (even if inefficient), catalog content is incomplete or inaccurate, catalog search doesn’t find what users need, catalog UI requires training and isn’t intuitive immediately, and users don’t see clear value compared to asking colleagues.
Overcoming adoption barriers requires starting with clear use cases providing obvious value, ensuring catalog content quality in those use cases, training users on search and navigation, promoting Collibra through existing communication channels, measuring and celebrating adoption wins, and iterating based on user feedback.
The VA adoption strategy focused on healthcare analytics teams as initial users. We ensured that data sources analysts used daily were cataloged and enriched. We provided hands-on training to analysts. We measured time savings in data discovery. Early adopters became advocates promoting catalog use to colleagues.
VA adoption faced cultural challenges in government environment. Government workers were skeptical of new technology, concerned about yet another system to learn, and questioning whether Collibra would persist or be another abandoned initiative. Building trust required demonstrating sustained commitment and delivering tangible value.
The implementation saw adoption follow predictable pattern: slow start while catalog was sparse, acceleration as content improved and early adopters demonstrated value, plateau requiring renewed promotion, and eventual institutionalization as standard practice.
Plan for 12-18 month adoption curve. Expecting immediate widespread adoption is unrealistic. Adoption is change management challenge requiring executive sponsorship, sustained promotion, content quality, and patience.
The Cost Beyond Licensing
Collibra licensing is only part of total cost of ownership. Implementation and operations add significant expense.
Implementation costs include platform implementation services (vendor or partner consulting), connector configuration and integration work, metadata enrichment and domain modeling, training for administrators and users, and change management and adoption programs.
Operational costs include platform administration (2-4 FTE depending on deployment size), metadata enrichment and maintenance (2-5 FTE depending on data estate size), integration maintenance and connector updates (1-2 FTE), steward community support and training (1-2 FTE), and ongoing license costs.
For large government enterprise deployments like the VA, total cost of ownership over 3 years typically runs 2.5-3x the initial license cost when including implementation, staffing, and operations. Organizations should budget TCO at this multiplier rather than focusing only on licensing.
Cost justification requires demonstrating value exceeding cost. Analyst time savings, reduced compliance risk, prevented data quality issues, and accelerated analytics projects provide ROI. Organizations should measure and communicate value to justify continued investment.
The Data Governor’s Opinion on Collibra
I’ve worked with Collibra at the Department of Veterans Affairs as a Senior Data Governance Engineer responsible for platform implementation, configuration, and operations. Here’s my honest assessment based on that hands-on technical experience in a large-scale government healthcare and benefits environment.
What Collibra Does Well
Comprehensive capabilities in single platform. Collibra’s biggest strength is breadth. You get catalog, governance, quality coordination, and lineage in one system with unified data model. This integration matters. Separate tools for catalog, governance, and quality require complex integration and create disconnected user experiences. Collibra’s integrated approach makes governance information accessible in context of catalog search and asset discovery.
At the VA, having quality metrics visible on asset pages where analysts discovered data meant quality informed data selection rather than being an afterthought. Analysts could see “this dataset is 94% complete with 8 open quality issues” before deciding to use it for healthcare reporting or benefits analysis. That contextual quality information prevented using poor data for critical veteran services decisions.
Workflow and stewardship infrastructure. Collibra provides actual systems for stewards to do their work. Many governance programs assign stewards but give them no tools beyond email and spreadsheets. Collibra’s workflow, task management, and collaboration features let stewardship operate as a real function rather than informal coordination.
At VA, we had dozens of data stewards across healthcare, benefits, and administration domains. Before Collibra, stewardship was mostly good intentions. After implementation, stewards had defined processes, clear accountability, and systems to track their work. Governance became operational rather than aspirational.
Business glossary that actually connects to data. The business glossary isn’t just documentation. It links to technical assets, making business vocabulary actionable. This connection is harder than it sounds. Many organizations build glossaries in SharePoint or wikis that exist separately from data. Collibra’s glossary directly integrates with catalog.
Strong community and ecosystem. Collibra has large user community, active forums, extensive documentation, and mature partner ecosystem. When you hit implementation issues, solutions often exist. Partners provide expertise for specialized integration or industry requirements. This ecosystem matters more than vendor marketing suggests.
What Collibra Struggles With
Complexity and learning curve. Collibra is not simple software. The platform has deep functionality, multiple modules, extensive configuration options, and sophisticated concepts. New users find it overwhelming. Administrators require significant training. Organizations underestimate the learning investment needed.
At VA, government employees accustomed to simpler systems found Collibra intimidating. Training took longer than planned. Some users never got comfortable with the platform. The complexity that enables sophisticated governance also creates adoption barriers.
Integration dependency. Collibra’s value depends entirely on integration with your data ecosystem. The platform without connections is just an empty database. But integration is hard, time-consuming, and expensive. Organizations with complex technical environments, legacy systems, or limited integration expertise struggle with integration and never realize Collibra’s full value.
At the VA, we spent more effort on integration than on Collibra configuration itself. Integration was ongoing challenge requiring dedicated data engineering resources. Government environments with mainframe systems, legacy databases, and strict security requirements make integration particularly challenging. For smaller organizations or those early in governance maturity, simpler alternatives often provide better cost-benefit ratio.
Organizations considering Collibra should evaluate through concrete proof of concept, budget 3x licensing cost for total cost of ownership, plan 12-18 months for adoption, staff dedicated resources for implementation and operations, establish governance foundation before implementing technology, and commit to sustained effort beyond initial deployment. Collibra succeeds when organizations understand what they’re buying and resource it appropriately.
